Thank you for Subscribing to Utilities Business Review Weekly Brief
MICUS Strategieberatung has been recognized by Utilities Business Review Magazine as the exclusive recipient of “Top Utilities Consulting Provider in Europe 2025,” based on our proprietary methodology, reflecting its position in the industry. This profile has been developed by the Utilities Business Review research and editorial team based on insights from an interview with Steffen Gräuler, CTO and Sebastian Fornefeld, CEO.
Steffen Gräuler, CTO and Sebastian Fornefeld, CEOBig-name consultancies bring brand recognition, broad capabilities and scale. That reputation makes them the default choice for public-sector strategy. But in broadband expansion—where progress depends on local knowledge and technical precision—scale alone is insufficient.
Broadband projects demand a precise understanding of regional realities, administrative structures and how people think on the ground. Plans built in boardrooms require insights gained on the ground.
MICUS Strategieberatung sets itself apart through its specialised model—one that doesn’t try to be everything to everyone.
Its work is deliberately boutique, highly specialised, deeply focused and built for quality over quantity. MICUS dedicates itself exclusively to broadband consulting, combining strategic planning, detailed network design and subsidy expertise with sharp cultural and regional insight. This approach gives clients what large firms often can’t—direct access to senior experts, solutions shaped by lived experience and execution grounded in local realities.
Its clarity of purpose is what enables MICUS to deliver where others fall short.
“For 25 years, we’ve combined local insight with precise engineering,” says Sebastian Fornefeld, CEO. “That’s not just a differentiator—it’s what turns strategy into measurable outcomes.”
The Bridge Between Plans and Progress
MICUS unites two disciplines that typically operate in silos—strategy consulting and engineering design.
“Big consultancies are strong in strategic thinking but rarely handle execution. Traditional engineering firms understand the technical side but often lack business alignment. We bring both. Our consultants work at the intersection, turning strategy into real, workable broadband solutions,” says Steffen Gräuler, CTO.
For 25 years, we’ve combined local insight with precise engineering. That’s not just a differentiator—it’s what turns strategy into measurable outcomes.
Over the years, MICUS has cultivated a stable team with shared experience across dozens of broadband projects. That familiarity enables faster decisions, tighter coordination and a knowledge base that accelerates every engagement.
The team’s deep familiarity with Germany’s broadband landscape means they don’t need to guess or generalise—they act with precision. They work directly with clients, resolving challenges that often stall internal teams or overwhelm larger firms unfamiliar with regional realities.
Making Broadband Plans Work
Clients often approach MICUS under the assumption that their broadband challenge is straightforward. Yet a closer look reveals deeper layers, unseen complications lurking beneath what appears clear-cut.
MICUS approaches each situation differently. Rather than jumping straight into solutions, its consultants begin by peeling back the layers and engaging clients in focused, meaningful conversations. They dig deeper into underlying assumptions. Is the real issue accurately identified or could unseen gaps in data or perspective be hiding something crucial? Is the client approaching their broadband challenge from the right angle or is there a hidden complexity that should influence their strategy?
“We never simply hand over a strategy and say, ‘follow it or fail.’ Instead, we meet clients at eye level, tackling challenges together as they inevitably emerge. We weigh options jointly, so the client remains confident, engaged and fully in control,” states Fornefeld.
Once MICUS identifies the real challenge, it leverages its expertise to precisely quantify the issue. Proprietary AI tools, built from vast broadband infrastructure datasets, internal benchmarks, market intelligence and detailed regional insights, model multiple scenarios. The advanced models eliminate errors such as inconsistent address formats, mismatched supplier data or inaccurate building coordinates, ensuring clarity in broadband planning.
Crucially, MICUS never settles for theoretical recommendations. Its strategies anticipate every execution stage, explicitly considering how plans translate into actionable outcomes. Consultants calculate how many households need coverage, visualise realistic network designs and map actionable next steps, ensuring the recommendations are strategic and feasible.
Flexibility across the broadband value chain sets MICUS apart. Clients need not commit to an entire process of end-to-end management. Instead, they can access support for immediate needs, like standalone network planning and independent documentation.
“Our clients are free to engage us where they see the most value. Whether it’s strategic guidance or detailed execution, we provide targeted expertise without added complexity or unnecessary overhead,” says Gräuler.
The Broadband Balancing Act
MICUS tailors its approach to public and private-sector clients. Separate teams serve municipalities and commercial providers, and their specialised guidance ensures compliance and neutrality.
For municipalities and government-backed broadband initiatives, MICUS takes on a white-glove role. Public sector clients often lack the technical expertise and internal capacity to manage broadband projects. MICUS bridges this gap by handling significant parts of project execution. It guides public entities through subsidy frameworks, regulatory landscapes, infrastructure planning and capacity-building, helping municipalities sustain broadband initiatives long after MICUS exits.
Given the constraints of short-term public budgets, MICUS optimises financial planning within strict funding cycles, ensuring projects remain viable and scalable.
Utilities fall somewhere in between. While privately operated, they often face regulatory constraints similar to public entities. MICUS is positioned to address these hybrid needs, balancing public-sector oversight with private-sector efficiency.
Regardless of the client, MICUS never assigns purely technical personnel. Every project team includes engineers, data specialists, network planners and consultants who balance technical execution with business strategy.
MICUS also serves as a translator, turning technical data into clear insights for decision-makers and converting business needs into actionable directives for engineers and planners. This dual-expertise approach ensures that every broadband project remains strategically aligned and technically feasible.
A Utility Provider’s Broadband Breakthrough
Word of mouth remains the strongest currency in the German market and MICUS leads the way in broadband consulting. Most clients discover MICUS through industry events, publications or peer recommendations. In a field where expertise and problem-solving define success, reputation carries weight.
One such case involves a regional utility provider partnered with MICUS in 2018. What began as a politically driven broadband mandate became one of the provider’s most successful business ventures.
The client had long operated in electricity, water and gas, but broadband was unfamiliar territory. The decision to enter the market wasn’t strategic—it was mandated. Leadership quickly recognised the challenge and realised they needed a knowledgeable partner. That’s where MICUS stepped in.
Instead of rushing into network development, MICUS helped the utility provider assess its internal capabilities—clarifying what could be managed in-house, what required outsourcing and where external expertise was essential. Many similar projects fall short when organisations assume they can handle everything internally, only to realise broadband demands more than infrastructure—it requires a viable business model.
MICUS worked closely with the client to develop a sustainable strategy that positioned broadband as a profitable part of its service portfolio. Rather than treating it as a standalone offering, MICUS advised integrating broadband with existing services to build a stronger local brand. The utility provider bundled broadband with electricity, cars and other services to boost adoption. MICUS also helped select the right partners, balancing internal capacity with external support to scale efficiently.
The results were striking. The utility provider rolled out broadband infrastructure to over 5,000 homes, achieving an 80 percent take-up rate. A project that began as a compliance obligation became one of the company’s highest-performing business segments.
Today, broadband is no longer a political burden for the utility provider—it is a profitable, self-sustaining service. Although the initial rollout relied on subsidies, the provider has since expanded independently and targets 100 percent regional coverage. This success reflects early strategic planning, structured execution and foresight in managing future challenges.
MICUS also played a key role in navigating regulatory uncertainty. In 2018, even government agencies lacked a clear framework for such projects, leaving utility providers without direction. MICUS bridged that gap, aligning foundation requirements with public policy while ensuring project momentum without compliance risk.
Not Just Connecting, Architecting
MICUS’s role extends beyond conventional consulting to build the digital backbone of the future.
A prime example is its work in North Rhine-Westphalia, where MICUS orchestrates the entire digital infrastructure build-out. This includes broadband and fibre expansion, as well as mobile networks and data centres, ensuring every component of digital infrastructure integrates into a cohesive framework. As a strategic bridge between state requirements and market-driven execution, MICUS makes sure digital infrastructure projects go beyond isolated deployments to be part of a larger, well-coordinated system.
This aggregated infrastructure view demonstrates that boutique consulting is a deliberate choice. MICUS prioritises depth over breadth, clarity over complexity and long-term partnerships over transactional engagements. Specialisation isn’t about doing less; it’s about doing it better and ensuring that crucial broadband infrastructure decisions are made with precision, foresight and expertise.
Whether partnering with telecom providers, municipalities or state governments, MICUS drives digital transformation, creating the infrastructure that defines tomorrow’s connectivity.
